Parents and Grandparents Sponsorship Summary of Changes in the PGP

On August 20, 2018, Honorable Ahmed Hussen, Minister of IRCC, announced that the Government of Canada will accept up to 20,000 applications for the sponsorship of parents and grandparents in 2019.
There is a significant reduction in the inventory of PGP applications. The inventory has dropped from a peak of 167,000 applications in 2011, to just under 26,000 applications in June 2018.
Another reason behind this change is also the continuous high demand in the PGP applications by the sponsors.
In the year 2019, instead of randomly selecting the sponsors to apply, IRCC will invite them to submit an application to sponsor their parents and grandparents based on the order in which IRCC will receive their Online Interest Forms.
Some of the updates advised

First in, first out –complete expression of interest to sponsor forms are received
ITA will be issued only to completed applications
Minister will announce whether or not multiple rounds will be available if/when allotment fulfilled
More updates

Only One (1) interest form per sponsor is required –there’s no need to Penalty will be imposed for multiple attempts of complete one for a parent and another one for a grandparent. Both sets can be indicated in 1 expression application
However, if an ITA is issued, it would still mean 2 separate application (one for the parent, and the other for the grandparents)
R10 will apply at the time of application
Who can be a Sponsor?

The eligibility and conditions to sponsor a family class member(s) are given in IRPA from section 130 and onwards sections:
Here is the summary of the eligibility of the sponsor
.18 years of age or older;
.be a Canadian citizen, Registered Indian, or Permanent Resident;
.be sponsoring a member of the family Class;
resides in Canada;
.sign an undertaking promising to provide for the basic requirements of the person being sponsored;
.sign an agreement with the person you are sponsoring that confirms that each of you understands your mutual obligations and responsibilities;
.prove that you have sufficient income to provide the basic requirements for your family members in Canada as well as the persons included in your sponsorship undertaking. You may also have a co-signer who is 18 years of age or older; and a legally married or a common-law spouse of the sponsor
Who can be Sponsored?

Dependent child (age below than 22 years)
Physically and mentally challenged child (substantially financially dependent upon parents before turning age of 22 years)


Insights to previous PGP history

In the previous years, i.e. 2017 and 2018, the sponsors filled online interest forms for a period of one month in the beginning of the years. Then 10,000 sponsors were selected randomly and were sent 7-digit confirmation codes (it included two number digits, then two alphabet letters, and then three number digits).
The sponsors who were sent invitation to apply, were given 60 days or 30 days to submit the completed applications.
In both the years, lots of sponsors who did not have required income, also filled online interest forms; therefore, IRCC had to open the draws repeatedly to meet the quota

Super visa-Don’t forget this option!

If a sponsor is not chosen in the first 20,000 online interest forms, (s)he can choose super visa option to invite parents in Canada for a longer period. Sponsors can also invite parents if their permanent resident application is in progress.
A visitor visa applicant can stay in Canada for a period not exceeding six months unless (s)he gets extension, whereas super visa applicant can stay up to 2 years continuously in Canada without an extension.
From December 01, 2011 to June 18, 2018, an applicant was given two years entry in the beginning. CBSA officer used to give an applicant six months entry in the subsequent visits. From June 18, 2018, the subsequent entries would also be of two years duration.
The income requirement for super visa application is 30% less than the permanent resident sponsorship application.
In the super visa category only parents and grandparents can be invited, but not the dependent children of the parents.
The insurance from a Canadian based company is required for $100,000 per applicant while making an application and upon entry in Canada.
The super visa applicant(s) have to pass the medical examination.
